The long read
Between 2010 and 2015 a website at kk-pu.com sold methylone and dozens of other research chemicals from Nanjing, under the name of a polyurethane company. Its footer named the contact person: "Mr. Kevin Peng".[1] In October 2015 the United States Treasury put a man it calls Bo Peng, alias Kevin Peng, and his company, Kaikai Technology, on its sanctions list for drug trafficking, and gave kk-pu.com as the company's website.[2][3] Five months earlier a federal grand jury in Florida had indicted him.[2]
The owner of this site bought from that website. By his own account he was a research-chemical vendor in Florida until, as he puts it, "I was indicted in 2011", and he has written about the supplier he calls Kevin many times since.[4] His account is quoted here as his, with dates. The deep dive on not for human consumption labels tells the rest of his story, from the parcels' fake declarations to the law that convicted him, and this page does not repeat it.

Who he is, and what the record says
The Treasury release of October 15, 2015 says its Office of Foreign Assets Control "designated Chinese national Bo Peng (alias Kevin Peng) and the company Kaikai Technology Co., Ltd." under the Foreign Narcotics Kingpin Designation Act.[2] It describes Kaikai as "a purported pharmaceutical and chemical products company based in China" that "is controlled or directed by, or acting for or on behalf of, Bo Peng".[2] The designations, it says, "complement law enforcement actions taken today by the Drug Enforcement Administration (DEA)" and others "under Project Synergy III", an initiative against the synthetic-drug trade.[2]
OFAC's entry for Peng is still in force. Archived on October 11, 2026, it reads "Linked To: KAIKAI TECHNOLOGY CO., LTD.", lists four email addresses, among them "kevin.pengchem@gmail.com", and carries one alias: "a.k.a. weak PENG, Kevin".[5] OFAC grades that alias weak, while the names it lists for the company are graded strong, as in "a.k.a. strong NANJING KAIKAI TECHNOLOGY CO., LTD."[6] The page notes "SDN List last updated on 10/9/2026".[5]

Kaikai's own entry gives kk-pu.com as its website and lists the address "kaikaitech@gmail.com".[6] It also lists four other names, one of them "NANJING KAIKAI POLYURETHANE CO., LTD.", a New Zealand business registration, and addresses in Nanjing and Yangzhou in China, on "Des Voeux Road Hong Kong", and in "Auckland New Zealand".[6] The chart OFAC published with the designation sums it up as "Multiple Addresses in China, Hong Kong, and New Zealand".[3]

The Internet Archive holds the shop's home page in 31 separate months between January 2010 and September 2015.[7] The website ties the record to the man the owner dealt with. The first archived page, from January 14, 2010, says "Nanjing KaiKai Technology Co.,LTD is a Polyurethane manufacturer", gives its address as "No.3 Longjiang District, Nanjing City, Jiangsu Province, China", and ends with "Attn : Mr. Kevin Peng".[1] OFAC's first address for Kaikai is in Longjiang District, Nanjing.[6] After a redesign in 2013 the contact box gave "Skype : kevin.pengchem" and "kaikaitech@gmail.com".[8] The second is on OFAC's entry for Kaikai, and the first is the name part of a Gmail address on OFAC's entry for Peng.[6][5] From November 2013 the site gave "Address : Des Voeux Road, HongKong", the street OFAC lists in Hong Kong.[9][6]
So the name on the website, the company and the contact details match the Treasury record. That the person who answered kk-pu's mail in 2010 was the Bo Peng whom OFAC sanctioned is the Treasury's finding. We have no document of our own that shows it. The owner himself has doubted that the name was real. He wrote in February 2017, "I hope they never catch Kevin or that he never even really existed that specific person.", and then, "You think they use their real names?"[4]

One nickname needs correcting. In the r/RCSources threads, "the RC Tycoon" or "the Tycoon" is another Chinese supplier, Xianchong, often shortened to XC. The owner uses it the same way: "He is the RC Tycoon for a reason.", he wrote in a 2018 thread headed "Xianchong: SAFE and HONEST".[10] He kept kk-pu and Xianchong apart: "Eventually I had to utilize both kk-pu and xianchong in order to make absolutely certain I" had product in stock.[4] The two were connected, by his account, through a man he calls Bob, who "used to work for/with Kevin in Nanjing (kk-pu) essentially stole his contacts and went to Shanghai."[4] He repeated it elsewhere: "Bob actually used to work with Kevin in Nanjing, and stole all his contacts and moved to Shanghai."[11] No record we found names Bob or ties him to either company.
What the site sold
The 2010 site led with polyurethane. Its banner showed foam, rollers and car seats, and its About page claimed that "We also have established a cooperative relationship with Nanjing University" and called the firm a "Board-vice chairman unit of China PU Industry Cooperation".[12] Under a heading called Pharmaceutical, the same menu offered a "Methylone (BK-MDMA) Series", a JWH series of synthetic cannabinoids, DXM, BZP and benzocaine.[1]

By October 8, 2011 the drugs had moved to the top of the menu, and the page title was a list of them: "JWH-018,JWH-250,Methylone,bk-mdma,AM-694,Butylone,MDPV,2c-i,2c-e".[13] A box headed "New Arrivals-Hot!!!" offered "ZZ-1/A-PPP/A-PVP , Crystal Methylone/4-MEC", then "MXE, RTI-111, Dimethocaine", then "2C-P 2C-I 2C-E , 25I-NBOMe".[13] Thirteen days later the DEA's temporary order putting methylone, mephedrone and MDPV in Schedule I took effect: "This Final Order is effective on October 21, 2011."[14]

The site was rebuilt in April 2013, and the polyurethane went. The new About page called KaiKai Technology Co., Ltd. a firm that "is an professional Pharmaceutical company in China".[8] Its categories were methylone and MDPV, JWH compounds, 2C phenethylamines, BZP and tryptamines. The methylone page, still up in November 2013, described the drug in the language of medicine: "It was originally patented by Jacob Peyton and Alexander Shulgin in 1996 as an antidepressant."[9]

In December 2014, the last full year, the home page listed "Hot Products 4-CMC crystal Alpha-PVP Bk-2C-B MDPPP(M1-2)/MDPBP Ethylone Ethylphenidate EP 5-APDB 2C-C-NBOMe 25i-nbome 5-Meo-Dmt".[15] These ten names, in this order, are the ten products on OFAC's chart, under the line "Sells the following synthetic drugs on its website".[3] Some of the photographs differ. The same page's "New Products PX-2 AB-CHMINACA" ran on through 5F-AMB to "THJ-2201/THJ-018 MDPPP(M1-2)/MDPBP Ethylone Dibutylone".[15] The ethylone page said "Ethylone has only a short history of human use" and "Very little data exists about the pharmacological properties, metabolism, and toxicity of ethylone."[16]

Treasury puts a number on the trade: "Since 2011, Bo Peng has used Kaikai to distribute to the United States and other countries worldwide at least 2,000 kilograms of synthetic cannabinoids", along with synthetic cathinones.[2] It describes the work as an ordinary mail-order business: "Bo Peng and other employees at Kaikai process online orders of synthetic drugs and package them for delivery to customers who consume or redistribute the drugs."[2]
What buyers report
The buyer whose account we have in detail is the owner of this site. Between October 2016 and May 2019 he wrote about Kevin or kk-pu in at least fourteen comments on r/RCSources, r/Nootropics and r/ExCons. We searched all 16,295 of his comments and 1,291 of his posts in the Arctic Shift archive, from 2010 to October 2026, for the names involved, and read every comment that matched. In 2019 he summed it up in four words, "I used Bob and Kevin.", and described himself as "importing it by the boat load from Nanjing and Shanghai."[17] He was not a small customer: "Keep in mind also, I was making LARGE orders."[4] He says he found the supplier through a contact: "I started to do business with kk-put through a friend that actually lives in China".[4]

On price, he wrote that "Kevin was more like $2 per gram, same with Bob."[11] He also wrote that "both KK-PU and XC were offering things like M1 for as little as $1-$2 per gram." (M1 is methylone.)[4]
On delivery, the site's payment page promised "Shipped by EMS with Track Numbers which normally takes 3-5 days for arrival".[18] The owner remembers waits of weeks. In 2010, he says, after sending the money "it might take a week to get tracking", and he blamed floods and the like in China rather than the seller.[4] He went to Xianchong for some orders: "I ended up dealing with him a few times because Kevin was so slow".[19]
On quality, he describes one batch: "one of the batches I got from kk-pu of methylone was literally gray and looked like brain matter."[4] He goes on: "Perfect effects, but it was a hard sell because of the impurities."[4] That is one buyer's report of one batch. No test of any kk-pu product is in any record we read.
Other users of r/RCSources mention kk-pu only in passing and years after the fact. In February 2017 one asked the owner about OFAC's chart: "Do you know anything about his indictment for controlled substance important and conspiracy chargers?"[4] In December 2017 another wrote, "I wish kkpu was still a thing."[20] These are forum comments, not evidence about the business.
Payment
The 2013 payment page said: "We accept Western union, Money Gram, Bank transfer, BITCOIN etc."[18] Treasury's description two years later matches: "Customers worldwide use well-known international money service businesses, Bitcoins, or bank wire transfers to pay for the synthetic drugs sold by Bo Peng and Kaikai."[2] The terms gave the buyer nothing back: "No refund is offered.", and the site did not "guarantee to pass custom. No refund or resend if package is pending by custom."[18]

The owner says the money did not go to the company's name. "I used both vendors extensively 8+ years ago and always sent Western Union", he wrote in 2018, and he would "send an extra email to ask which name to send WU, because the names often changed."[21] Then: "They seemed to just cycle through various names."[21]
Lab results
The site published no certificate of analysis on any archived page we read. Its Certificate page in 2010 showed a quality-management certificate, "certificate iso9001 2000", for the polyurethane business.[22] Nothing on this site's lab-results pages concerns a kk-pu product.
Regulatory and legal
There are two actions, and they are different kinds of thing. The first is a criminal charge. Treasury says that "In May 2015, a grand jury in the U.S. District Court for the Middle District of Florida indicted Bo Peng on charges of importing and conspiring to import ethylone and the Schedule I controlled substance methylone."[2] OFAC's chart says the same in short form: "Indicted in the U.S. District Court for the Middle District of Florida".[3] An indictment is an accusation. The documents we read do not report an arrest, a plea or a conviction.
The second is a sanction, which needs no trial. Under the designation, Treasury says, "all assets of this individual and this entity that are under the jurisdiction of the United States or in the control of U.S. persons are frozen", and Americans are generally barred from dealing with them.[2] Both entries were still on the list in October 2026.[5][6]

The owner noticed the coincidence of districts. His own case was in the Middle District of Florida, and in December 2017 he wrote: "the same district that indicted me, middle district of florida, indicted him".[20] Earlier that year, shown OFAC's chart, he answered that he would "have to assume it is the same people that was" his supplier.[4] He has also said "Kevin Peng was a true God".[20] Those are his words and his view.
The site went down soon after the designation. A capture from January 11, 2016 shows a parked page: "kk-pu.com Buy this domain".[23] By 2021 the domain belonged to an unrelated zinc-equipment maker in Tianjin, with the contact address "tianjinchenyu@126.com".[24] Nothing on kk-pu.com after 2015 is attributed to Peng here.

- The case. The May 2015 indictment is known here from Treasury's release and OFAC's chart. Its case number, its co-defendants, if any, and its outcome are not.
- Other names. OFAC lists Eastnine Chemicals and Eastnine International Trading among Kaikai's names. We did not find a website under either name in the archive searches we ran.
- Bob, and Xianchong. The man the owner calls Bob, and the Shanghai supplier Xianchong, appear in the owner's account and in forum threads only. No record we read names either one in connection with Peng.
